NOTICE OF PUBLIC MEETING
NOTIFICACIÓN DE REUNIÓN PÚBLICA

NOTICE is hereby given that the Board of Directors of Montgomery County Municipal Utility District No. 8 (the “District” or “MUD 8”) of Montgomery County, Texas will meet in regular session, open to the public, on WEDNESDAY, MARCH 10, 2021, at 9:00 A.M, via video and telephone conference call pursuant to Texas Government Code, Section 551.125, as amended, and as modified by the temporary suspension of various provisions thereof effective March 16, 2020, by the Governor of Texas in accordance with the Texas Disaster Act of 1975, all as related to the Governor’s proclamation on March 13, 2020, certifying that the COVID-19 pandemic poses an imminent threat of disaster and declaring a state of disaster for all counties in Texas. All members of the public may participate in the meeting via video conference or telephone conference call, at which meeting the following items will be discussed:

1. Consideration of public comments (public comment shall be limited to 3 minutes per member of the public);

2. Approve minutes of February 10, 2021 regular meeting;

3. Tax Assessor/Collector’s Report, including:
a. review collection report; and
b. review Delinquent Tax Report;

4. Bookkeeper’s Report, including:
a. review and approve financial reports;
b. review cash flows;
c. authorize payment of bills;
d. review and approve Quarterly Investment Report (4th quarter 2020); and
e. approve transfer of funds from Woodforest account into BBVA account;

5. Review Policies on Capitalization and Depreciation of District’s Assets, and take any necessary actions on same;

6. Engineer’s Report, including:
a. update on status of Wastewater Treatment Plant Improvement Project;
b. update on status of Drainage Improvements Project, Phase II;
c. update on status of Montgomery County Municipal Utility District No. 9 (“MUD 9”) Buckingham Groundwater Storage Tank Rehabilitation Project;
d. update on status of Hydropneumatic Tank Blast and Recoat at Water Plant No. 2 ;
e. update on status of Risk and Resilience Assessment required by Environmental Protection Agency; and
f. authorize design of 2021 Wastewater Lines Cleaning & Televising Project;

7. Operator’s Report, including:
a. review monthly water and wastewater operations;
b. report on delinquent accounts and discuss resuming service terminations;
c. review Catahoula operations;
d. review Ground Water Reduction Plan Monthly Operations Report;
e. update on insurance claims for damages related to wastewater backflow;
f. update status of valve location project; and
g. status of submittal of Annual Water Loss Audit to Texas Water Development Board;

8. Review matters affected by Winter Storm Uri;

9. Update on claims filed for damages against Tachus’ subcontractors;

10. Update on incentives to increase use of e-statements billing, and take any necessary actions on same;

11. Update on District’s website and communications services;

12. Authorize attendance at Association of Water Board Directors Spring Breakfast (April 16, 2021) and Summer Conference (June 17-20, 2021) and review attendance by Directors and reimbursement of expenses;

13. Miscellaneous Reports, including updates on:
a. Walden Community Improvement Association (“WCIA”);
b. MUD 9 meetings; and
c. Lone Star Groundwater Conservation District meetings;

14. Attorney’s Report, including:
a. update on matters related to ownership of property within the WCIA;
b. update on matters related to agreement with WCIA for billing of solid waste collection services; and
c. update on matters related to conducting the District’s meetings and meetings involving public officials; and

15. Executive Session, as necessary;
a. as may be permitted by Sec. 551.072, Texas Gov’t Code, concerning real estate, security, litigation, or matters involving attorney-client privilege;
b. reconvene in Open Session; and
c. vote on matters discussed in Executive Session, if any.
