MONTGOMERY COUNTY MUNICIPAL UTILITY DISTRICT NO. 8 OF MONTGOMERY COUNTY, TEXAS NOTICE OF PUBLIC MEETING

NOTICE is hereby given that the Board of Directors of Montgomery County Municipal Utility District No. 8 (the “District” or “MUD 8”) of Montgomery County, Texas will meet in regular session, open to the public, on WEDNESDAY, APRIL 14, 2021, at 9:00 A.M, via video and telephone conference call pursuant to Texas Government Code, Section 551.125, as amended, and as modified by the temporary suspension of various provisions thereof effective March 16, 2020, by the Governor of Texas in accordance with the Texas Disaster Act of 1975, all as related to the Governor’s proclamation on March 13, 2020, certifying that the COVID-19 pandemic poses an imminent threat of disaster and declaring a state of disaster for all counties in Texas. All members of the public may participate in the meeting via video conference or telephone conference call, at which meeting the following items will be discussed:

1. Consideration of public comments (public comment shall be limited to 3 minutes per member of the public);

2. Approve minutes of March 10, 2021 regular meeting;

3. Approve Audit Report for Fiscal Year Ended (“FYE”) December 31, 2020;

4. Authorize preparation and submittal of Continuing Disclosure Report;

5. Authorize submittal of Audit Report for FYE December 31, 2020 to State Comptroller;

6. Tax Assessor/Collector’s Report, including:
a. review collection report; and
b. review Delinquent Tax Report;

7. Bookkeeper’s Report, including:
a. review and approve financial reports;
b. review cash flows;
c. authorize payment of bills; and
d. approve transfer of funds from Woodforest account into BBVA account;

8. Engineer’s Report, including:
a. update on status of Wastewater Treatment Plant Improvement Project;
b. update on status of Drainage Improvements Project, Phase II;
c. update on status of Montgomery County Municipal Utility District No. 9 (“MUD 9”) Buckingham Groundwater Storage Tank Rehabilitation Project;
d. authorize advertisement of cleaning and televising of certain wastewater lines;
e. authorize design of Motor Control Center and Control Building replacement at Water Plant Nos. 1 and 2; and
f. update on status of Risk and Resilience Assessment required by Environmental Protection Agency;

9. Operator’s Report, including:
a. review monthly water and wastewater operations;
b. report on delinquent accounts and discuss resuming service terminations;
c. review Catahoula operations;
d. review Ground Water Reduction Plan Monthly Operations Report;
e. update status of valve location project;
f. status of submittal of Annual Water Loss Audit to Texas Water Development Board; and
g. review Annual Groundwater Credit Report;

10. Update on insurance claims for damages related to wastewater backflows;

11. Update on claims filed for damages against Tachus’ subcontractors;

12. Review emergency/hurricane preparedness plan;

13. Consider amending Rate Order to increase certain deposit amounts for water service, and take any necessary actions on same;

14. Update on incentives to increase use of e-statements billing, and take any necessary actions on same;

15. Update on District’s website and communications services;

16. Miscellaneous Reports, including updates on:
a. Walden Community Improvement Association;
b. MUD 9 meetings; and
c. Lone Star Groundwater Conservation District meetings;

17. Discuss Association of Water Board Directors Trustee and Bylaws Election, and take any necessary actions on same;

18. Discuss Cybersecurity training requirements;

19. Attorney’s Report; and

20. Executive Session, as necessary;
a. as may be permitted by Sec. 551.072, Texas Gov’t Code, concerning real estate, security, litigation, or matters involving attorney-client privilege;
b. reconvene in Open Session; and
c. vote on matters discussed in Executive Session, if any.
