MONTGOMERY COUNTY MUNICIPAL UTILITY DISTRICT NO. 8 OF MONTGOMERY COUNTY, TEXAS
NOTICE OF PUBLIC MEETING
NOTICE is hereby given that the Board of Directors of Montgomery County Municipal Utility District No. 8 (the “District” or “MUD 8”) of Montgomery County, Texas will meet in regular session, open to the public, on WEDNESDAY, AUGUST 11, 2021, at 9:00 A.M, via video and telephone conference call pursuant to Texas Government Code, Section 551.125, as amended, and as modified by the temporary suspension of various provisions thereof effective March 16, 2020, by the Governor of Texas in accordance with the Texas Disaster Act of 1975, all as related to the Governor’s proclamation on March 13, 2020, certifying that the COVID-19 pandemic poses an imminent threat of disaster and declaring a state of disaster for all counties in Texas. All members of the public may participate in the meeting via video conference or telephone conference call, at which meeting the following items will be discussed:
1. Consideration of public comments (public comment shall be limited to 3 minutes per member of the public);
2. Financial Advisor’s Report, including:
a. review proposed debt service tax rate and operations & maintenance tax rate calculations;
b. authorize publication of recommended tax rate; and
c. schedule date for public hearing to set rate and levy tax for 2021;
3. Approve minutes of July 14, 2021 regular meeting;
4. Tax Assessor/Collector’s Report, including:
a. review collection report; and
b. review Delinquent Tax Report, including recommendations for termination of water and sewer service to delinquent taxpayers; set public hearing for termination of delinquent tax accounts;
5. Bookkeeper’s Report, including:
a. review and approve financial reports;
b. review cash flows;
c. authorize payment of bills;
d. review and approve Quarterly Investment Report (2nd quarter 2021); and
e. status of draft Wastewater Treatment Plant (“WWTP”) facilities’ budget for fiscal year ending December 31, 2022;
6. Engineer’s Report, including:
a. update on status of WWTP Improvement Project;
b. status of renewal application for TPDES WWTP Discharge Permit;
c. update on status of Drainage Improvements Project, Phase II;
d. update on status of Cleaning and Televising Project; and
e. update on status of Motor Control Center and Control Building Replacement Projects for Poe Street and Browning Street Water Plants;
7. Operator’s Report, including:
a. review monthly water and wastewater operations;
b. report on delinquent accounts and discuss resuming service terminations;
c. review Catahoula operations, including joint expenses related to Catahoula Well; and
d. review Ground Water Reduction Plan Monthly Operations Report;
8. Update on claims filed for damages against Tachus’ subcontractors;
9. Authorize Rate Order Study;
10. Update on District’s website and communications services;
11. Miscellaneous Reports, including updates on:
a. Walden Community Improvement Association (“WCIA”);
b. MUD 9 meetings; and
c. Lone Star Groundwater Conservation District meetings;
12. Authorize attendance at Association of Water Board Directors’ Fall Seminar and Mid Winter Conference on January 28-29, 2022;
13. Attorney’s Report, including update on matters involving the WCIA; and
14. Executive Session, as necessary:
a. as may be permitted by Sec. 551.072, Texas Gov’t Code, concerning real estate, security, litigation, or matters involving attorney-client privilege;
b. reconvene in Open Session; and
c. vote on matters discussed in Executive Session, if any.
