MONTGOMERY COUNTY MUNICIPAL UTILITY DISTRICT NO. 8 OF MONTGOMERY COUNTY, TEXAS

NOTICE OF PUBLIC MEETING

NOTICE is hereby given that the Board of Directors of Montgomery County Municipal Utility District No. 8 (the “District” or “MUD 8”) of Montgomery County, Texas will meet in regular session, open to the public, on WEDNESDAY, OCTOBER 13, 2021, at 9:00 A.M, at the Walden Yacht Club, 13101 Melville Drive, Montgomery, Texas 77356, at which meeting the following items will be considered:

1. Consideration of public comments (public comment shall be limited to 3 minutes per member of the public);

2. Approve minutes of September 8, 2021 regular meeting;

3. Tax Assessor/Collector’s Report, including:
a. review collection report; and
b. review Delinquent Tax Report, including update on termination of water and sewer service to delinquent taxpayers;

4. Bookkeeper’s Report, including:
a. review and approve financial reports;
b. review cash flows; and
c. authorize payment of bills;

5. Update on status of District’s budget for fiscal year ending December 31, 2022;

6. Annual review of Investment Policy;

7. Review and approve Amended List of Authorized Brokers;

8. Authorize casting of official ballot for the Montgomery Central Appraisal District’s Board of Directors Election;

9. Engineer’s Report, including:
a. update on status of Wastewater Treatment Plant (“WWTP”) Improvement Project;
b. update on status of renewal application for TPDES WWTP Discharge Permit;
c. update on status of Drainage Improvements Project, Phase II;
d. update on status of Sanitary Sewer Cleaning and Televising Project;
e. update on design of Motor Control Center and Control Building Replacement Projects for Poe Street and Browning Street Water Plants, including review proposals for pre purchase of equipment, and take any necessary actions on same;f. update on status of America’s Water Infrastructure Act (“AWIA”) Emergency Response Plan; and
g. authorize preparation of Emergency Preparedness Plan as required by AWIA;

10. Operator’s Report, including:
a. review monthly water and wastewater operations;
b. report on delinquent accounts; and
c. review Catahoula operations, including authorize submittal of Application to Amend Alternative Water Source (AWS) Production Permit and Jasper Water Well Production Permit to Lone Star Groundwater Conservation District (“LSGCD”);

11. Update on claims filed for damages against Tachus’ subcontractors;

12. Annual review of Rate Order, amend as necessary and authorize Rate Order Study;

13. Update on District’s website and communications services, including:
a. review website proposal from Off Cinco for joint website with Montgomery County Municipal Utility District No. 9 (“MUD 9”), and take any necessary actions on same; and
b. discuss procedures for communicating service-related issues with customers;

14. Miscellaneous Reports, including updates on:
a. Walden Community Improvement Association (“WCIA”);
b. MUD 9 meetings; and
c. LSGCD meetings;

15. Attorney’s Report, including:
a. update on matters involving the WCIA;
b. adopt Order Establishing a Records Management Program and Designating a Records Management Officer; and
c. review Memorandum on 87th Legislature Constitutional Amendments; and

16. Executive Session, as necessary:
a. as may be permitted by Sec. 551.072, Texas Gov’t Code, concerning real estate, security, litigation, or matters involving attorney-client privilege;
b. reconvene in Open Session; and
c. vote on matters discussed in Executive Session, if any.
