MONTGOMERY COUNTY MUNICIPAL UTILITY DISTRICT NO. 8 OF MONTGOMERY COUNTY, TEXAS

NOTICE OF PUBLIC MEETING

NOTICE is hereby given that the Board of Directors of Montgomery County Municipal Utility District No. 8 (the “District” or “MUD 8”) of Montgomery County, Texas will meet in regular session, open to the public, on WEDNESDAY, NOVEMBER 10, 2021, at 9:00 A.M, at the Walden Yacht Club, 13101 Melville Drive, Montgomery, Texas 77356, at which meeting the following items will be considered:

1. Consideration of public comments (public comment shall be limited to 3 minutes per member of the public);

2. Approve minutes of October 13, 2021 regular meeting;

3. Tax Assessor/Collector’s Report, including:
a. review collection report; and
b. review Delinquent Tax Report;

4. Bookkeeper’s Report, including:
a. review and approve financial reports;
b. review cash flows;
c. authorize payment of bills; and
d. review and approve Quarterly Investment Report (3rd quarter 2021);

5. Review comments from Montgomery County Municipal Utility District No. 9 (“MUD 9”) on Wastewater Treatment Plant (“WWTP”) draft budget;

6. Review draft budget for Fiscal Year Ending December 31, 2022;

7. Review and approve Amended List of Authorized Brokers;

8. Authorize casting of official ballot for the Montgomery Central Appraisal District’s Board of Directors Election;

9. Discuss renewal of the District’s insurance and take any necessary action on same, including authorize requesting proposals for same;

10. Engineer’s Report, including:
a. update on status of WWTP Improvement Project;
b. update on status of renewal application for TPDES WWTP Discharge Permit, and take any necessary actions on same;
c. update on status of Drainage Improvements Project, Phase II;
d. update on status of Sanitary Sewer Cleaning and Televising Project;
e. update on design of Motor Control Center and Control Building Replacement Projects for Poe Street and Browning Street Water Plants;
f. update on status of America’s Water Infrastructure Act Emergency Response Plan; and
g. update on status of Emergency Preparedness Plan as required by Senate Bill 3;

11. Operator’s Report, including:
a. review monthly water and wastewater operations; and
b. report on delinquent accounts;

12. Authorize e-statement incentive program offered by First Billing;

13. Update on claims filed for damages against Tachus’ subcontractors;

14. Update on status of review of Rate Order, and take any necessary actions on same;

15. Update on District’s website and communications services, including:
a. update on status of development of joint website with MUD 9;
b. approve amendments to contract with Off Cinco; and
c. discuss procedures for communicating service-related issues with customers;

16. Miscellaneous Reports, including updates on:
a. Walden Community Improvement Association (“WCIA”) meetings;
b. MUD 9 meetings; and
c. Lone Star Groundwater Conservation District meetings;

17. Attorney’s Report, including:
a. update on matters involving the WCIA, including:
i. review and approve agreement for grounds maintenance at District facilities;
ii. discuss solid waste collection agreement, and take any necessary actions on same; and
iii. update on request for payment of maintenance fees; and
b. update on status of Order Establishing a Records Management Program and Designating a Records Management Officer, and take any necessary actions on same; and

18. Executive Session, as necessary:
a. as may be permitted by Sec. 551.072, Texas Gov’t Code, concerning real estate, security, litigation, or matters involving attorney-client privilege;
b. reconvene in Open Session; and
c. vote on matters discussed in Executive Session, if any.
