NOTICE OF PUBLIC MEETING

NOTIFICACIÓN DE REUNIÓN PÚBLICA

NOTICE is hereby given that the Board of Directors of Montgomery County Municipal Utility District No. 8 (the “District” or “MUD 8”) of Montgomery County, Texas will meet in regular session, open to the public, on WEDNESDAY, DECEMBER 8, 2021, at 9:00 A.M, at the Walden Yacht Club, 13101 Melville Drive, Montgomery, Texas 77356, at which meeting the following items will be considered:

Por la presente se notifica que la Junta Directiva del Distrito Municipal de Prestación de Servicios Públicos del Condado de Montgomery nro. 8 (el “Distrito” o “MUD 8”) del Condado de Montgomery, Texas llevará a cabo una reunión ordinaria, abierta al público, el MIÉRCOLES, 8 DE DICIEMBRE DE 2021, a las 9:00 A.M., en el Walden Yacht Club, 13101 Melville Drive, Montgomery, Texas 77356, en la cual se considerarán los siguientes temas:

1. Consideration of public comments (public comment shall be limited to 3 minutes per member of the public);

2. Approve minutes of November 10, 2021 regular meeting;

3. Tax Assessor/Collector’s Report, including:
a. review collection report; and
b. review Delinquent Tax Report;

4. Bookkeeper’s Report, including:
a. review and approve financial reports;
b. review cash flows; and
c. authorize payment of bills;

5. Adopt Order Authorizing the Use of Surplus Capital Project Funds;

6. Approve Order Adopting Budget (General Fund) for Fiscal Year Ending (“FYE”) December 31, 2022;

7. Approve Order Adopting Budget (Wastewater Treatment Plant (“WWTP”)) for FYE December 31, 2022;

8. Confirm engagement of Auditor for preparation of audit for FYE December 31, 2021;

9. Update on status of review of Rate Order, and take any necessary actions on same;

10. Engineer’s Report, including:
a. update on status of WWTP Improvement Project;
b. update on status of submittal of renewal application for TPDES WWTP Discharge Permit;
c. update on status of Drainage Improvements Project, Phase II;
d. update on status of Sanitary Sewer Cleaning and Televising Project;
e. update on design of Motor Control Center and Control Building Replacement Project for Poe Street Water Plant, including:
i. authorize advertisement; and
ii. approve agreement for pre purchase of equipment;
f. update on design of Motor Control Center and Control Building Replacement Project for Browning Street Water Plant, including approval of agreement for pre purchase of equipment;
i. authorize advertisement; and
ii. approve agreement for pre purchase of equipment;
g. update on status certification of completion of America’s Water Infrastructure Act Emergency Response Plan; and
h. update on status of Emergency Preparedness Plan as required by Senate Bill 3;

11. Operator’s Report, including:
a. review monthly water and wastewater operations;
b. report on delinquent accounts; and
c. status of submittal of Annual Water Loss Audit to Texas Water Development Board;

12. Review amendment to Operator’s contract and fee schedule, and take any necessary actions on same;

13. Update on status of AWBD Water Smart Application, and take any necessary actions on same;

14. Update on District’s website and communications services, including:
a. update on status of development of joint website with MUD 9;
b. approve amendments to contract with Off Cinco; and
c. discuss procedures for communicating service-related issues with customers;

15. Miscellaneous Reports, including updates on:
a. Walden Community Improvement Association (“WCIA”) meetings;
b. Montgomery County Municipal Utility District No. 9 meetings; and
c. Lone Star Groundwater Conservation District meetings;

16. Attorney’s Report, including:
a. update on matters involving the WCIA, including:
i. review and approve agreement for grounds maintenance at District facilities;
ii. review and approve solid waste collection agreement; and
iii. update on request for payment of maintenance fees; and
b. update on status of Order Establishing a Records Management Program and Designating a Records Management Officer, and take any necessary actions on same;

17. Review amendment to General Counsel’s contract and fee schedule, and take any necessary actions on same;

18. Renew membership in Association of Water Board Directors (“AWDB”);

19. Authorize Eminent Domain reporting compliance pursuant to Texas Government Code, Section 2206.151-157, as amended;

20. Election Agenda:

a. update on May 7, 2022 Directors Election matters, and take any necessary actions on same;

b. reconvene in Open Session; and
c. vote on matters discussed in Executive Session, if any.
