NOTICE OF PUBLIC MEETING NOTIFICACIÓN DE REUNIÓN PÚBLICA
NOTICE is hereby given that the Board of Directors of Montgomery County Municipal Utility District No. 8 (the “District” or “MUD 8”) of Montgomery County, Texas will meet in regular session, open to the public, on WEDNESDAY, JANUARY 12, 2022, at 9:00 A.M, at the Walden Yacht Club, 13101 Melville Drive, Montgomery, Texas 77356, at which meeting the following items will be considered:
Por la presente se notifica que la Junta Directiva del Distrito Municipal de Prestación de Servicios Públicos del Condado de Montgomery nro. 8 (el “Distrito” o “MUD 8”) del Condado de Montgomery, Texas llevará a cabo una reunión ordinaria, abierta al público, el MIÉRCOLES, 12 DE ENERO DE 2022, a las 9:00 A.M., en el Walden Yacht Club, 13101 Melville Drive, Montgomery, Texas 77356, en la cual se considerarán los siguientes temas:
1. Consider public comments (public comment shall be limited to 3 minutes per member of the public);
2. Approve minutes of November 30, 2021 special meeting and December 8, 2021 regular meeting;
3. Tax Assessor/Collector’s Report, including:
a. review collection report; and
b. review Delinquent Tax Report;
4. Bookkeeper’s Report, including:
a. review and approve financial reports;
b. review cash flows; and
c. authorize payment of bills;
5. Review District’s Ethics Policy and expense reimbursements, and amend if necessary;
6. Engineer’s Report, including:
a. update on status of Wastewater Treatment Plant (“WWTP”) Improvement Project;
b. update on status of renewal application for TPDES WWTP Discharge Permit;
c. update on status of Sanitary Sewer Cleaning and Televising Project;
d. update on design of Motor Control Center and Control Building Replacement Project for Poe Street Water Plant;
e. update on design of Motor Control Center and Control Building Replacement Project for Browning Street Water Plant;
f. update on status of certification of completion of America’s Water Infrastructure Act Emergency Response Plan;
g. update on status of Emergency Preparedness Plan as required by Senate Bill 3; and
h. update on status of annual inspection of District’s water plants;
7. Review Environmental Protection Agency’s rules regarding lead and copper content in plumbing fixtures;
8. Operator’s Report, including:
a. review monthly water and wastewater operations;
b. report on delinquent accounts;
c. Alternative Water Source Report; and
d. status of submittal of Annual Water Loss Audit to Texas Water Development Board;
9. Update on information needed for District and Montgomery County Municipal Utility District No. 9 (“MUD 9”) Annual Report to San Jacinto River Authority and City of Huntsville;
10. Update on claims filed for damages against Tachus’ subcontractors;
11. Update on District’s website and communications services, including:
a. update on status of development of joint website with MUD 9;
b. approve amendments to contract with Off Cinco; and
c. discuss procedures for communicating service-related issues with customers;
12. Select winner from list of District customers who enrolled in paperless billing during December 2021 to receive a gift card provided by First Billing Services, LLC;
13. Miscellaneous Reports, including updates on:
a. Walden Community Improvement Association (“WCIA”) meetings, including annual meeting on January 22, 2022 and designation of proxy to vote in same;
b. MUD 9 meetings; and
c. Lone Star Groundwater Conservation District meetings;
14. Attorney’s Report, including:
a. update on matters involving the WCIA, including:
i. update on status of agreement for grounds maintenance at District facilities, and take any necessary actions on same;
ii. update on status of solid waste collection agreement, and take any necessary actions on same; and
iii. update on request for payment of maintenance fees; and
b. update on status of Order Establishing a Records Management Program and Designating a Records Management Officer, and take any necessary actions on same;
15. Authorize filing of financial and tax-related information with Texas Comptroller pursuant to Texas Local Government Code, Sections 203.062 and 403.0241 for the Special Purpose District Public Information Database;
16. Election Agenda:
Orden Del Día Referente a la Elección:
a. update on May 7, 2022 Directors Election matters, and take any necessary actions on same;
a. actualización sobre los asuntos de la Elección de Directores del 7 de mayo de 2022, y tomar las medidas necesarias al respecto;
b. adopt Order Calling Directors Election scheduled for Saturday, May 7, 2022;
b. adoptar la Orden de Llamado a Elecciones para Directores programada para el sábado, 7 de mayo de 2022;
c. approve Election Services Agreement and Joint Election Agreement with Montgomery County; and
c. aprobar el Convenio de Servicios Electorales y el Convenio de Elecciones Conjuntas con el Condado de Montgomery; y
d. authorize payment to Montgomery County for the joint election, if necessary; and
d. autorizar el pago al Condado de Montgomery para la elección conjunta, de ser necesario; y
17. Executive Session, as necessary:
a. as may be permitted by Sec. 551.072, Texas Gov’t Code, concerning real estate, security, litigation, or matters involving attorney-client privilege;
b. reconvene in Open Session; and
c. vote on matters discussed in Executive Session, if any.
