MONTGOMERY COUNTY MUNICIPAL UTILITY DISTRICT NO. 8 OF MONTGOMERY COUNTY, TEXAS

NOTICE OF PUBLIC MEETING

NOTICE is hereby given that the Board of Directors of Montgomery County Municipal Utility District No. 8 (the “District” or “MUD 8”) of Montgomery County, Texas will meet in regular session, open to the public, on WEDNESDAY, APRIL 13, 2022, at 9:00 A.M, at the Walden Yacht Club, 13101 Melville Drive, Montgomery, Texas 77356, at which meeting the following items will be considered:

1. Consider public comments (public comment shall be limited to 3 minutes per member of the public);

2. Approve minutes of March 9, 2022 regular meeting;

3. Approve Audit Report for Fiscal Year Ended (“FYE”) December 31, 2021;

4. Authorize preparation and submittal of Continuing Disclosure Report;

5. Authorize submittal of Audit Report for FYE December 31, 2021 to State Comptroller, Texas Commission on Environmental Quality and Texas Water Development Board;

6. Tax Assessor/Collector’s Report, including:
a. review collection report; and
b. review Delinquent Tax Report;

7. Bookkeeper’s Report, including:
a. review and approve financial reports;
b. review cash flows; and
c. authorize payment of bills;

8. Engineer’s Report, including:
a. update on status of Wastewater Treatment Plant (“WWTP”) Improvement Project;
b. update on status of renewal application for TPDES WWTP Discharge Permit;
c. update on status of Sanitary Sewer Cleaning and Televising Project;
d. authorize design of Sanitary Sewer Rehabilitation Project;
e. authorize inspection of lift stations;
f. update on status of Motor Control Center and Control Building Replacement Project for Poe Street Water Plant;
g. update on status of Motor Control Center and Control Building Replacement Project for Browning Street Water Plant;
h. update on items identified during the annual inspection of District’s water plants as needing repair; and
i. update on status of review of Safe Harbor Marinas’ design plans for Walden Marina;

9. Review and approve Assignment of Agreement with Jones & Carter, Inc. to Quiddity Engineering, LLC;

10. Operator’s Report, including:
a. review monthly water and wastewater operations;
b. review delinquent accounts;
c. status of submittal of Annual Water Loss Audit to Texas Water Development Board; and
d. review annual Groundwater Credit Report;

11. Update on claims filed for damages against Tachus’ subcontractors, and take any necessary actions on same;

12. Update on e-statement incentive program offered by First Billing Services, LLC;

13. Review emergency/hurricane preparedness plan;

14. Update on District’s website and communications services, including update on status of development of joint website with Montgomery County Municipal Utility District No. 9 (“MUD 9”);

15. Miscellaneous Reports, including updates on:
a. Walden Community Improvement Association (“WCIA”) meetings;
b. MUD 9 meetings; and
c. Lone Star Groundwater Conservation District meetings;

16. Attorney’s Report, including:
a. update on status of solid waste collection agreement with WCIA;
b. authorize removal of ramp at 3131 Poe Drive; and
c. update on status of Order Establishing a Records Management Program and Designating a Records Management Officer, and take any necessary actions on same; and

17. Executive Session, as necessary:
a. as may be permitted by Sec. 551.072, Texas Gov’t Code, concerning real estate, security, litigation, or matters involving attorney-client privilege;
b. reconvene in Open Session; and
c. vote on matters discussed in Executive Session, if any.
