MONTGOMERY COUNTY MUNICIPAL UTILITY DISTRICT NO. 8 OF MONTGOMERY COUNTY, TEXAS

NOTICE OF PUBLIC MEETING

NOTICE is hereby given that the Board of Directors of Montgomery County Municipal Utility District No. 8 (the “District” or “MUD 8”) of Montgomery County, Texas will meet in regular session, open to the public, on WEDNESDAY, AUGUST 10, 2022, at 9:00 A.M., at the Walden Yacht Club, 13101 Melville Drive, Montgomery, Texas 77356, at which meeting the following items will be considered and acted upon:

1. Public comments (public comment shall be limited to 3 minutes per member of the public);

2. Financial Advisor’s Report, including:
a. review proposed debt service tax rate and operations & maintenance tax rate calculations;
b. authorize publication of recommended tax rate; and
c. schedule date for public hearing to set rate and levy tax for 2022;

3. Approve minutes of July 13, 2022 regular meeting;

4. Tax Assessor/Collector’s Report, including:
a. review collection report; and
b. review Delinquent Tax Report, including recommendations for termination of water and sewer service to delinquent taxpayers; set public hearing for termination of delinquent tax accounts;

5. Bookkeeper’s Report, including:
a. review and approve financial reports;
b. review cash flows;
c. authorize payment of bills;
d. review and approve Quarterly Investment Report (2nd quarter 2022); and
e. status of draft Wastewater Treatment Plant (“WWTP”) facilities’ budget for fiscal year ending December 31, 2023 and authorize distribution of same to Montgomery County Municipal Utility District No 9 (“MUD 9”);

6. Engineer’s Report, including:
a. update on status of construction of WWTP Improvement Project;
b. update on status of renewal application for TPDES WWTP Discharge Permit;
c. update on status of Sanitary Sewer Rehabilitation Project;
d. update on status of construction of Motor Control Center and Control Building Replacement Project for Poe Street Water Plant;
e. update on status of Motor Control Center and Control Building Replacement Project for Browning Street Water Plant, including review bids for award of contract, authorize preparation of construction contract, authorize execution of construction contract, and authorize Engineer to issue notice to proceed as approved, subject to Attorney review; and
f. update on status of electrical efficiency analysis of water plant facilities;

7. Update on status of landscaping improvements at the WWTP;

8.Operator’s Report, including:
a.review monthly water and wastewater operations;
b.review delinquent accounts;
c.update on items identified as needing repair during the annual inspection ofDistrict’s water plants; and
d.update on status of items identified as needing repair during the 2022 Lift StationInspection;

9.Update on District’s website and communications services, including update on status ofdevelopment of joint website with MUD 9;

10.Miscellaneous Reports, including updates on:
a.Walden Community Improvement Association (“WCIA”) meetings;
b.MUD 9 meetings; and
c.Lone Star Groundwater Conservation District meetings;

11.Review reports prepared by Arbitrage Compliance Specialists;

12.Authorize fees of office and reimbursement for expenses for attendance at Association ofWater Board Directors’ Directors 101 Workshop (August 5, 2022);

13.Authorize attendance at Post-Issuance Tax-Exempt Debt Compliance Officer trainingseminar (September 24, 2022);

14.Annual review of District Consultants’ contracts;

15.Attorney’s Report, including:
a.update on status of solid waste collection agreement with WCIA;
b.update on status of lease agreement with Montgomery County EmergencyServices District No. 2 (“MCESD No. 2”); and
c.authorize release of earnest money paid by MCESD No. 2 for purchase of landowned by the District; and

16.Executive Session, as necessary:
a.as may be permitted by Sec. 551.072, Texas Gov’t Code, concerning real estate,security, litigation, or matters involving attorney-client privilege;
b.reconvene in Open Session; and
c.vote on matters discussed in Executive Session, if any.
