MONTGOMERY COUNTY MUNICIPAL UTILITY DISTRICT NO. 8 OF MONTGOMERY COUNTY, TEXAS

NOTICE OF PUBLIC MEETING

NOTICE is hereby given that the Board of Directors of Montgomery County Municipal Utility District No. 8 (the “District” or “MUD 8”) of Montgomery County, Texas will meet in regular session, open to the public, on WEDNESDAY, NOVEMBER 12, 2025, at 9:00 A.M., at the Walden Yacht Club, 13101 Melville Drive, Montgomery, Texas 77356, at which meeting the following items will be considered and acted upon:

1. Public comments (public comment shall be limited to 3 minutes per member of the public);

2. Entergy presentation;

3. Minutes of October 8, 2025 regular meeting;

4. Tax Assessor/Collector’s Report;

5. Delinquent Tax Report, including recommendations for termination of water service, as necessary;

6. Bookkeeper’s Report, including:
a. financial reports;
b. cash flows;
c. payment of bills; and
d. Quarterly Investment Report (3rd Quarter 2025);

7. Draft budget (General Fund) for Fiscal Year Ending (“FYE”) December 31, 2026;

8. Draft budget for Wastewater Treatment Plant (“WWTP”) facilities’ for FYE December 31, 2026;

9. Engineer’s Report, including:
a. Lift Station Nos. 5, 6 and 7 Rehabilitation Project;
b. Lift Station Rehabilitation Project (Phase II);
c. MUD 9 Buckingham Water Plant Generator Project;
d. update on demolition of the Old Walden Fire Station (“OWFS”), including certain repurposing fixtures;
e. request from the homeowners association for Walden on Lake Conroe, Section 7, for storm water drainage improvements; and
f. proposed storm water drainage improvements along Lake Estates Drive;

10. Quiddity’s Schedule of Hourly Rates and Reimbursable Expenses for 2026;

11. District’s insurance policies and consider requesting proposals for same (expires March 15, 2026);

12. Operator’s Report, including:
a. monthly water and wastewater operations;
b. delinquent accounts; and
c. Application to Amend Alternative Water Source (AWS) Production Permit to Lone Star Groundwater Conservation District;

13. Security Report, including update on cybersecurity assessment;

14. Miscellaneous Reports, including:
a. Walden Community Improvement Association;
b. MUD 9; and
c. Authorize voting representative to cast ballot on Association of Water Board Directors – Texas Trustee Election and Bylaws Amendments;

15. Annual review of Policy on the Prohibition of the Use of Certain Social Media Applications on Governmental Devices;

16. Attorney’s Report, including:
a. update on real estate matters related to OWFS;
b. update on policies for issuing emergency notifications to customers; and
c. update on matters related to the Interlocal Agreement with MUD 9 for Financing, Construction, Ownership, Operation and Maintenance of Water Facilities; and

17. Attorney Fee Agreement.

If, during the course of the meeting covered by this Notice, the Board should determine that a closed or executive session of the Board should be held or is required in relation to any agenda item included in this Notice, then such closed or executive meeting or session, as authorized by the Texas Open Meetings Act, will be held by the Board at the date, hour, and place given in this Notice concerning any and all subjects for any and all purposes permitted by Sections 551.071 through 551.084, 551.0761 and 551.089, of the Texas Government Code and the Texas Open Meetings Act, including, but not limited to, Section 551.071, for the purpose of a private consultation with the Board’s attorney on any and all subjects or matters authorized by law.
