MONTGOMERY COUNTY MUNICIPAL UTILITY DISTRICT NO. 8 OF MONTGOMERY COUNTY, TEXAS
NOTICE OF PUBLIC MEETING
NOTICE is hereby given that the Board of Directors of Montgomery County Municipal Utility District No. 8 (the “District” or “MUD 8”) of Montgomery County, Texas will meet in regular session, open to the public, on WEDNESDAY, SEPTEMBER 11, 2024, at 9:00 A.M., at the Walden Yacht Club, 13101 Melville Drive, Montgomery, Texas 77356, at which meeting the following items will be considered and acted upon:
1. Public comments (public comment shall be limited to 3 minutes per member of the public);
2. Minutes of August 14, 2024 regular meeting;
3. Proposed 2024 Tax Rate, including:
a. conduct public hearing on tax rate (members of the public will be granted an opportunity to provide comments related to the 2024 tax rate);
b. adopt Order Setting Rate and Levying Tax for 2024;
c. adopt Order Appointing Tax Assessor/Collector;
d. adopt Resolution Concerning Tax Collection Procedures; and
e. approve Amended and Restated District Information Form;
4. Tax Assessor/Collector’s Report, including:
a. Collection Report; and
b. review Delinquent Tax Report, including recommendations for termination of water and sewer service to delinquent taxpayers; set public hearing for termination of delinquent tax accounts;
5. Bookkeeper’s Report, including:
a. financial reports;
b. cash flows;
c. payment of bills; and
d. status of draft Wastewater Treatment Plant (“WWTP”) facilities’ budget for fiscal year ending December 31, 2025, and authorize distribution of same to Montgomery County Municipal Utility District No. 9 (“MUD 9”);
6. Annual Review of Investment Policy, including List of Authorized Brokers;
7. Engage Burton Accounting PLLC to prepare District financial statements to comply with SAS 115 requirements;
8. Engineer’s Report, including:
a. WWTP Improvement Project;
b. Stormwater Outfall Inspection Project;
c. Lift Station Nos. 5, 6 & 7 Rehabilitation Project;
d. Water Plant No. 2 Phosphate System Approval Project;
e. Glass-Lined Ground Storage Tank Rehabilitation at Water Plant Nos. 1 & 2; and
f. Capital Improvement Plan;
9. Landscaping improvements at the WWTP;
10. Operator’s Report, including:
a. monthly water and wastewater operations;
b. delinquent accounts;
c. Lead Service Line Inventory required by Environmental Protection Agency’s rules regarding lead and copper content in plumbing fixtures; and
d. stormwater drainage on Thoreau Drive;
11. Security at District facilities;
12. District’s website and communications services;
13. Miscellaneous Reports, including:
a. Walden Community Improvement Association meetings;
b. MUD 9 meetings; and
c. Lone Star Groundwater Conservation District meetings;
14. Attorney’s Report, including:
a. Walden Fire Station; and
b. Update on matters related to contract with Allco, LLC; and
15. Executive Session, as necessary:
a. as may be permitted by Chapter 551, Subchapter D, Texas Gov’t Code, concerning real estate, security, litigation, or matters involving attorney-client privilege;
b. reconvene in Open Session; and
c. vote on matters discussed in Executive Session, if any.
